Friday's lie at the Farmers Insurance Open, however, was a new one for Phil. His ball landed up against a fence, which was considered a permanent obstruction, not a temporary immovable obstruction from which he could get relief. But part of his ball was still considered in play so he had the opportunity to at least put a swing on it.
